Public consultation is now open on the Government's Bill to legislate the end of commercial greyhound racing - a historic move driven by strong public pressure and ongoing animal welfare issues.

SPCA is calling on all supporters, animal advocates, and dog lovers to take the opportunity to submit as public consultation opens on the Racing Industry (Closure of Greyhound Racing Industry) Amendment Bill.

This Bill will formally end commercial greyhound racing in Aotearoa, with the final race day set for 31 July 2026. Although a clear end date has been announced, the industry is fighting the decision at every step, making strong public support essential to ensure the ban proceeds as planned.

SPCA is encouraging people from all walks of life to have their say, whether through a detailed submission or a simple statement of support. Demonstrating widespread backing will help industry attempts to overturn or delay the closure.

SPCA says this is a pivotal moment, with Parliament currently seeking public feedback before making its final decision. Submissions can be made online through parliament’s website, and consultation is open until 9 January.

SPCA Chief Scientific Officer, Dr Arnja Dale says greyhound racing is cruel and outdated and has no social license.

“Multiple independent reviews have revealed severe, ongoing animal welfare issues, including serious injuries, poor living conditions, and missing dogs. The most recent racing season saw 17 dogs die due to racing, making it the deadliest season since the industry was placed on notice. These findings confirm that greyhound racing has no place in modern New Zealand,” says Dr Dale.

Greyhound racing is in decline globally. Since New Zealand announced the decision to ban greyhound racing in 2024, more countries have followed suit with Wales, Scotland and Tasmania announcing their own bans. A bipartisan Federal Bill to ban greyhound racing has been introduced in the USA and a review of the greyhound racing in Western Australia is currently underway. As one of the last few countries that still allow it, New Zealand is currently winning the race to end this dangerous practice globally.

SPCA strongly supports the ban and has advocated for a fair and just transition for both the greyhounds and the people impacted. This means putting greyhound welfare first, preventing backsliding, and ensuring these gentle dogs get the second chance they deserve as a loved family pet.

“Greyhounds are affectionate, calm, and make wonderful companions. They deserve better than a life of racing and risk. This transition is an opportunity to give these dogs the loving homes they deserve—and New Zealand must get it right,” says Dr Dale.

Greyhounds make fantastic pets. They are laid-back, love lounging around the house, and require minimal exercise. With short coats and low grooming needs, they are tidy, low-maintenance companions who form strong bonds with their families. SPCA encourages New Zealanders to adopt a greyhound and to make a submission to ensure greyhound racing closes.
